JAY is an Elkins, West Virginia native. He joined Bordas & Bordas in 1990. Jay received his law degree from West Virginia University College of Law in 1985 where he was first in his class. He was also selected to the Order of the Coif. Jay was the Senior Editor of the National Coal Issue of the West Virginia Law Review. He was also the recipient of the 1985 West Virginia Law Review Annual Writing Award.

Jay received his undergraduate degree from West Virginia University. He graduated Magna Cum Laude with a Bachelor of Arts in Political Science. He was selected to Phi Beta Kappa and Pi Sigma Alpha (Political Science Honorary). Jay is now a doctoral candidate finishing his dissertation for his Th.D. degree from Emmanuel Baptist University.

Jay worked as a law clerk for the West Virginia Supreme Court of Appeals and later served as Director of Magistrate Courts, Administrative Office of the Courts under the West Virginia Supreme Court of Appeals. Jay has also been employed as an associate with the law firm of Jackson Kelly.

Jay anchors Bordas & Bordas' extensive legal research and writing department. He also participates in virtually every Bordas & Bordas appeal and has a substantial track record of success.

Throughout his legal career Jay has written numerous briefs and scholarly articles including, Beyond Bradley: A Critique of Comparative Contribution in West Virginia and Proposals for Legislative Reform, published in the Fall 1986 issue of the West Virginia Law Review. He contributed articles to Oxford Companion to the Supreme Court of the United States , Oxford University Press, 1992. Jay has also participated in teaching programs for judges, lawyers and other court personnel.

Jay and his wife, Brenda, are the parents of two children. They attend South Wheeling Chapel, SBC, in Wheeling, West Virginia.

Jay was ordained to gospel ministry in 1999. He served as pastor at the Grandview Mission Chapel, which was a ministry to the residents of Grandview Manor in Wheeling, West Virginia. For the past two years, he has been serving as pastor at South Wheeling Chapel.

Jay has argued numerous cases before the West Virginia Supreme Court of Appeals and the United States Fourth Circuit Court of Appeals. He is a member of the West Virginia Bar Association, the West Virginia Association for Justice, and the Ohio County Bar Association. He is licensed to practice in West Virginia and Ohio.
