Judge Joe Kendall was a Federal Judge in Dallas from 1992 to 2002, appointed by President George Herbert Walker Bush. Prior to that he spent 5-1/2 years as a State District Court Judge in Dallas. He was a trial lawyer in the Career Criminal Division of the Dallas County District Attorney’s office. After leaving the District Attorney’s office he was a trial lawyer representing plaintiffs and defendants in private practice. He now manages the Dallas office of Provost Umphrey, L.L.P.

Joe Kendall is admitted to practice in all state and federal courts in Texas as well as the United States District Court in Washington, DC, the Fifth Circuit Court of Appeals and the United States Supreme Court. He has a business degree from Southern Methodist University (1977) and a law degree from Baylor University (1980). The focus of his practice is complex commercial litigation, intellectual property cases, white collar criminal defense and consultation on strategy in federal cases. His practice is national in scope and he takes cases all over the country. He Frequently is fixed as local councel in all federal courts throughout Texas.

As a practicing lawyer, Joe Kendall has personally tried over 100 jury trials to judgment. In his judicial career he has presided over approximately 500 jury trials, including complex commercial litigation, securities, antitrust, Qui Tam (Whistleblower), medical malpractice, products liability, patent infringement, high tech intellectual property, environmental (CERCLA), class action, white collar and assorted criminal and Federal Multi District litigation cases. He has been involved in one capacity or another in the disposition of over 11,000 cases, including numerous non-jury trials and assorted hearings of various types. He has spent his entire career in the courtroom in one position or another.

Joe Kendall has taught in programs presented by the Federal Judicial Center in Washington D.C. since the mid 90's. Kendall has taught new federal judges at the Federal Judicial Center Orientation Programs and has taught over 1/4 of the federal judges in the United States. He has taught at workshops for the federal judges of Texas, Louisiana, and Mississippi, federal prosecutors from all over the country at their training center in South Carolina, lawyers of the National Association of Criminal Defense Lawyer’s and United States Probation Officers around the country. He has taught at national meetings of the Federal Bar Association from Florida to California. He has been a speaker at Advanced Institutes presented annually by the State Bar of Texas. He has been a faculty member of the Texas Center for the Judiciary, the education entity that teaches Texas State Judges.

Joe Kendall was a Commissioner on the United States Sentencing Commission in Washingon, D.C. from 1999 until 2002, having been recommended by Senator Trent Lott and appointed by President Bill Clinton. While on the Commission he worked on a number of issues, including Corporate Governance and Compliance issues as related to the Sentencing Commission’s response to the Sarbanes-Oxley Act of 2002.

While a Federal Judge Joe Kendall was editor of In Camera, the newsletter of the Federal Judges Association. He was a member of the Board of Directors of the Federal Judges Association. As a judge, he authored in excess of 250 judicial opinions .

Currently Joe Kendall's practice consists of complex commercial litigation, including securities, fraud, intellectual property disputes and white collar crime. Being a former federal judge and teacher he also does some work assisting with strategy in federal cases. He frequently serves as local councel in all types of federal cases in all four United States Districts in Texas.
