Robinson & Hoover is a general partnership engaged in the practice of law. The general partners are Richard A. Robinson and Michael R. Hoover. The firm is a member of the National Association of Retail Collection Attorneys, the Conference on Consumer Finance Law, the National Attorney Network and the Oklahoma City Commercial Law Attorneys Association.

Presently the firm has nineteen employees, including three skip tracers, and is actively processingcollection lawsuits in all 77 counties of Oklahoma, filing an average of three hundred lawsuits, three hundred earnings and bank garnishments and one hundred post-judgment hearings on assets each month. The firm specializes in collection of automobile deficiencies, credit cards, medical debt, replevin and bankruptcy. In 2005 the firm collected in excess of three million dollars of consumer debt.

Robinson & Hoover utilizes IBM compatible computers with 3 Gb of fully duplexed hard disks and 7 Gb of a non duplexed disk, running on a Novell network connecting twenty personal computers to the 486 100 Mhz PCI file server. All computers are connected to an IBM AS/400 Model 170 computer with 8 Gb of disk. We have created our own software to fully implement an automated collection program. In addition, we are on-line with Westlaw and have their CD Roms for Oklahoma Decisions and Statutes and United States Code Annotated. We are connected electronically to the Western, Eastern and Northern Bankruptcy Districts, as well as to the Trans Union Credit Bureaus and the names of every person who has a contract with a provider of electricity services in Oklahoma. We also have on-line access to county real estate records for 75 of the 77 Oklahoma counties.

New collection accounts are immediately input into the computer data base and matched to existing or prior files on the same debtor. If the debtor's residence and/or employment information cannot be verified, the account is automatically transferred to one of our three full-time skip tracers to locate. If the client has not requested a demand letter be initially mailed to the debtor, suit is filed in the appropriate district court and reduced to judgment. If settlement or payment arrangements satisfactory to this office have not been initiated by the debtor prior to judgment, post judgment collection proceedings, including earnings and/or bank garnishments, hearings on assets, execution and levy on nonexempt personal property and recording of a judgment lien on real estate owned by the debtor will be filed by this office.

Our computer automatically advances a file from the filing of a petition and summons to service of process on the debtor to recording a judgment to payments or post judgment collection proceedings. If a debtor defaults in a voluntary payment schedule, the computer automatically prepares a garnishment or other appropriate collection procedure on the tenth day after the payment was due. Non-continuing earnings garnishments (attaching to only one pay period of the defendant) are automatically prepared according to the frequency of the debtor's paydays (weekly, biweekly, semimonthly or monthly). Whether we file a non-continuing earnings garnishment or a continuing earnings garnishment is determined by which judge will hear a claim for exemption if filed by the debtor. Continuing earnings garnishments (attaching to all pay periods of the debtor for 180 days) are automatically renewed after the first continuing earnings garnishment was served on the debtor's employer. Interest, whether contractual or statutory is automatically updated and recorded as payments are posted on each account. Oklahoma law provides that the interest bearing balance of a judgment is the balance of the judgment on January 1st of each year. If a debtor is not paying the judgment or is making payments in an amount less than the accruing post judgment interest, the interest becomes cumulative. Our computer's handcrafted software program makes this firm one of the few Oklahoma law firms which accurately adds all post judgment interest as authorized by statute to each judgment debtor's account.
