OUR MISSION

For over thirty (30) years, Whalen & Compton Co., L.P.A. has limited its practice to state and federal laws as they affect the operation of public school districts. At present, we represent approximately ten percent of the public schools in Ohio -- Whalen & Compton Co., L.P.A. represents only boards of education.

Whalen & Compton Co., L.P.A. has extensive experience in public sector labor negotiations and grievance arbitrations. We represent boards of education in their collective bargaining negotiations with local teacher and classified associations affiliated with the Ohio Education Association (OEA), the American Federation of Teachers (AFT), and O.A.P.S.E./A.F.S.C.M.E., Teamsters and International Bortherhood of Firemen & Oilers.

We have represented the interests of school districts in numerous fact-finding, mediation, and impasse proceedings along with a variety of cases before the State Employment Relations Board (SERB). We are well versed with the Ohio Collective Bargaining Law and the operation and employees of SERB.

The firm counsels and represents boards of education in various administrative and judicial proceedings on issues ranging from transportation of nonpublic students to the education of children with disabilities. The firm is regularly involved in litigation on behalf of school districts in the state and federal courts at all levels, including the Ohio Supreme Court and the United States Supreme Court.

OUR METHOD

The firm strongly believes that the counseling of a client in a preventative, proactive manner can often avoid adversarial proceedings and conserve school district resources. Accordingly, we counsel in person or by telephone with administrators on a daily basis on various matters such as student discipline, contract bidding, due process concerns in the education of children with disabilities, grievance responses, civil rights and EEOC inquiries, civil service, and many other areas.

Members of the firm provide numerous in-service training sessions for various school districts. These in-services have addressed contract administration and interpretation, evaluation procedures, preventative management and employee discipline. At least once each year, Whalen & Compton provides a seminar for administrators and members of boards of education.

Since 1989, School Law Briefly, the firm's bi-monthly newsletter which is provided at no cost, has kept our clients informed of recent case law and legislation affecting schools in a concise format designed to keep our clients up-to-date without bogging them down with lengthy reading material.
