Fred received his B.A. from Rutgers University in 1970 and his J.D. from the University of Akron School of Law in 1973. Fred is licensed to practice law in Ohio and Florida and has represented school districts before the U.S. District Court of Ohio (Northern and Southern Districts), the U.S. Court of Appeals for the Sixth Circuit, the U.S. Supreme Court, and various courts in Ohio, including the Ohio Supreme Court. Fred served three terms as a member of the executive committee of the Ohio Council of School Board Attorneys, served as chairman of the School Law Workshop at the Capital Conference, and was chairman of the O.C.S.B.A. He is a member of the American, Ohio, Florida and Akron Bar Associations and served on the Labor Advisory Council for the American Arbitration Association, Cleveland office.

Fred has presented speeches to various groups of administrators, teachers, and school law attorneys on a variety of topics including the transportation of non-public school students, school annexation, the Fair Labor Standards Act, public records, student discipline, collective bargaining, employment of school personnel, and education of the handicapped.

Fred negotiates for boards of education, and is also involved in litigation and board representation at various hearings including grievance arbitrations and SERB matters. He is also active in the daily counseling of the school districts represented by Whalen & Compton.
